ABOUT CERTIFICATION
SOFTWARE
In Italy, by Presidential Decree 317/96 (1996) has been established the system of identification and registration of cattle in order to comply with Directive 92/102/EEC (1992). Following the implementation of Decree 317 was set up Bovine National Database (BDN) managed by the Ministry of Health, which incorporates the information about:
- companies register
- owners and holders of animals register
- farms register
- cattle register
- enter/exit of cattle in farm
- slaughter register
The BDN was populated directly from local health authorities (ASL) via batch upload feature that involves loading txt files containing information based on a good track record defined by the type of information transmitted (company head, income, etc. ..) . And this way to send informations to BDN still resulted in low reliability of the data.

In January 2002 a ministerial decree was issued, which determined a different way to populate the BDN system, using a real-time web-based system loaded directly by the ASL and by farmers accessing a site published by the Ministry, instead of a batch procedure. To the regions with self-application ( BDR) was given the opportunity to load the BDN using web services.
In this context, the Logix has developed for the Marche Region and the Autonomous Province of Trento, an application used by the local authorities (ASL) and by farmers of their land that loads simultaneously both regional/provincial and national databases, guaranteeing the full matching information on both levels. among these first BDR systems were also included some “pilot” ASL nodes: Palermo, Siena and Benevento (in web services mode too).
In February 2006 the European Commission has certified the full operation of the italian BDN after an inspection at the national Node and at two regional BDR Systems (Veneto and Marche), recognizing the validity of this node based architecture with national and regional layers.
EU Scenario (since 9/2005)

After 9/2005, Logix realized two more regional “BDR” nodes (Umbria and Abruzzo), four independent ASL (Benevento, Caltanissetta, Sassari, Olbia), one National Node (Repubblica di San Marino).
BOLUS AND RELATED EQUIPMENT
In March 1998 was started the European project IDEA, a large experiment concerning electronic identification of livestocks, which ended in December 2001.
One million farm animals were electronically identified in six EU countries: France, Germany, Italy, Netherlands, Portugal and Spain. The project has examinated the feasibility of various identification systems for ruminants (cattle, buffalo, sheep and goats) and the structure necessary to implement them has been defined.
A considerable number of European and International companies presented their solutions for electronic identification of ruminants. There are public lists of certified producers by EU for the compliance of their field-tested products: bolus, bolus applicators, antennas, stick readers, electronic ear tags, transponders, etc.

ABOUT UNIQUENNES
Logix srl is a software house specialized, in these last ten years, in traceability solutions in food and feed sector, since 2008 is working in ITC system to support the “made in…” , in particular began on his experience with the veterinary sector. Logix is engaged in the business intelligence and represents itself as a firm specializing in systems integration.
In this role Logix established strategic agreements with producers of special equipment for electronic identification, beginning with the Innoceramics (for bolus), AUXEL Ltd for special equipment "on field"( Automatic gates subservient to the system software eDiP), ATON SpA for RFID and rugged PDA.
In Italy Logix is leader in Veterinary and food IT solution for national, regional or provincial DB.
Innoceramics is the unique Italian Bolus factory. Innoceramics has a long experience (more ten years in testing, design and production of bolus) and was directly involved in the IDEA Project since the startup.
Logix, at the moment, is the unique firm beholds a complete solution for vet’s supply chain at the “state of the art”.
SCENARIO
Is possible to outline two different approaches:
- “top-down” (or institutional) SIVA : development of State and Municipal “nodes” and then spreading the use of SIVA (electronic identification) in all the herds of the State (legal obligation);
- “bottom-up” (volountary choice): establishment of a consortium of farmers and entrepreneurs who share a specification (disciplinare) for the construction of a monitored and guaranteed production. The aim is to allow the sale of meat with high margins, valid to export to Countries where stringent restrictions on imports are apllied.

PILOT BASIS IN UNESP/FEPAF
We can quickly create a system to certify the production of meat of groups of entrepreneurs / farmers with reference to a “third entity” (e.g. FEPAF or UNESP) willingly share a common supply chain specification. The “third entity” must be external to the interests of the consortium, and it will ensure the final consumer that the specification of good practice is observed. The legal repository is “fed” from consortium in “write only” modality, answer only to recognized institutional organizations (e.g. ministries of agriculture, food and drug national dep., …)
In this case the third entity could substitute the national or regional institutions.
The traceability ensure both Safety and Quality of the food.
COSTS
SIVA pilot project is based on the creation of a “state IT system” able to manage in the future up to tens of millions of bolus or animals. In the costs are included a lot of items, like: 1st and 2nd level of training; servers; “on field” equipments; software, etc.
To determinate the cost of “private” project” is mandatory to know all the “environmental conditions”: number of livestock, size of farms, slaughterhouses involved, logistics, existing administrative systems, ….
After gathering all these informations, it will be possible to identify a point of "breakeven" which determines the cost of a single bolus comprehensive of services and hardware and software platforms used. Our experience for the cost of bolus "all inclusive" could range from 4 to 7 € each.
In Italy the bolus cost is from 1,50 to 2,10 € (the cost depends on the quality of the bolus (reliability) and the total number ordered).
SOME CLARIFICATIONS
It’s very important to clarify some points:
- SIVA I.T. platform manages all types and brands of boluses, transponders, RFID tags, datamatrix label (standard).
